Forty-five participants from state, federal, and private organizations, institutions and agencies attended to select the intensive (central) site for the observatory, identify and elaborate the major themes for the facility, begin discussions of approaches to extend the scope in time and space by networking with existing data collection programs, design of sampling networks for terrestrial, aquatic and social systems, and collaboration among environmentally-oriented government agencies as well as academic institutions and approaches to particularly challenging topical components.
